I'm not going to list them, there's a big list here or at Wikipedia. This is about online color tools.
Color Jack Studio is a nice complete drag and drop color shemer I just discovered at del.icio.us.

As you can see it uses the Color Mind color picker.
There's a function menu for getting the complementary, analogous, tetradic... colors.
The shemes can be easy transferred and save as a del.icio.us bookmark, it's the same comma separated system, like this.
It's incredible, a lot of online color tools are often better than local free software I've seen. Depending on what you need to do you can be quite sure to find what you need online. Each time I needed I searched and tried some of the online tools and I noticed that it's only when I'm really using them that I find out how useful they are. (so I don't know yet for Color Jack Studio)
These are the ones I found myself using the most:
- ColorSynth Axis: This is amazing, it's the most advanced color shemer I've seen. It's worth going though the tutorial.
- Slayer Office's color palette blender: This is the one I use most, it's simple but amply enough for common use.
- ColorMatch Redux: Because it can export to .ACT, .AI and text. I use all 3 of them.
Note: If you need something more flexible than Color Mind, there's also Jemima Pereira javascript color picker. It's free and really nice, I've seen implemented in many places like in the Transparent PNG Generator and Accessibility Color Wheel.
